PROFESSIONAL ACHIEVEMENTS

International Operations Management. As Contact Program Facilitating Team Operations Officer in Minsk, Belarus, facilitated 11 highly successful senior level exchanges significantly improving US-Belarus relations. Subsequently hand picked to manage Chairman of the Joint Chiefs of Staff U.S.-Central Asia peacetime engagement programs resulting in the signing of the first bilateral program agreements with two of these nations.

Electronics Warfare Operations Management. As Intelligence Branch Chief (30 subordinates), significantly improved Branch readiness and performance with minimal guidance or supervision. Selected as Intelligence Department Director (110 subordinates) above six other candidates. Led Department to success in all areas while manned as low as 60% with a severe shortage of senior personnel.

Resource Management. As Intelligence Branch Chief, managed accountability, operation, and maintenance of 24 vehicles and 14 sophisticated electronics warfare systems. As Intelligence Department Director, managed accountability, operation, and maintenance of 137 lines of equipment valued at $4,236,000; consistently maintained 96% operational readiness. Managed U.S. Department of Defense 1997-1998 Central Asia military contacts programs totaling $3.1 million annually, an 82% increase over previous years.

Project Management. Commended for planning, coordinating, and ensuring the successful fielding of three complex voice/non-voice intercept and direction finding systems at Fort Drum, New York and Fort Huachuca, Arizona.

Training Management. Extensive experience formulating and leading training in organizations ranging from 19-1050 personnel. Cited for superior quarterly and annual training programs. Raised foreign language proficiency 48% in a department employing 85 linguists.

Communications. Regularly briefed and wrote for Chairman of Joint Chiefs of Staff and other senior officers.
