PROFESSIONAL EXPERIENCES:

8/95 to Pres
Founder/CEO of a National Professional Association of Foreign Regional Specialists. Founded the Foreign Area Officer Association (FAOA), the only national non-profit professional association of defense regional specialists. After one year in existence it has 800 individual and corporate members.

Creator and Editor of a national quarterly professional journal for foreign regional specialists. In conjunction with the formation of FAOA, created and edits a professional journal, with a worldwide distribution of 2000 copies.

Senior Consultant to the Deputy Under Secretary of the Army (International Affairs) on Political-Military analysis of Russian, Former Soviet Republics, and Central Europe affairs. Serves as the Army's senior political-military analyst on matters related to the former republics of the Soviet Union, as well as the nations of Central Europe. Working a contract to project Army needs for Foreign Area Officers to 2020, as well as the training base changes necessary to accomplish this redistribution of assets. Serves as chief program budget analyst for Army International Activities (NATO infrastructure, Army-to-Army Contact Program, and the George C. Marshall Center).

9/94 to 8/95
Chief, Foreign Area Officer Proponent Division, Department of the Army.Directed the Army's worldwide regional specialist program (2100 officers, ranging from entry level to executives) with a budget of approximately $5.5 Million. Duties included coordination and monitoring of 90 individual graduate education programs for officer trainees at 36 major universities and colleges. Duties also required regular diplomatic contact with representatives of 48 foreign countries and U.S. State Department to negotiate training and basing agreements.

9/89 to 7/94
Military Attach‚, U.S. Embassy, Madrid, Spain. Interfaced with national level Spanish military and civilian defense officials. Served as principal advisor to the U.S. Ambassador on all Army matters, both U.S. and host nation. Served as principal U.S. analyst on Spanish defense capabilities and defense industry.

8/91 to 7/94
Chairman, Board of Directors, American School of Madrid Incorporated, Madrid, Spain. Directed the long-range planning, strategic decision-making, and financial management of the American School of Madrid (K thru High School), with a staff/faculty of 80 and an annual operating budget of $2.5 Million. Designed and initiated a 10 year $8 Million capital fund drive.

7/87 to 7/89
Personnel Manager, USA Personnel Center, Alexandria, VA. Coordinated the assignments and career development of 2,900 army foreign regional specialists, serving in 102 countries around the world. Duties required extensive travel in Europe, Latin America, and Asia.

6/84 to 6/87
Project Analyst, Intelligence Systems Integration Division, Department of the Army, Pentagon. Worked Directly for the Chief of Army Intelligence as a "trouble Shooter." Handled and evaluated communications systems and software projects, ranging in size from $2 Million to $12 Million, that were in trouble. Analyzed their potential for growth and possible fixes, then recommended feasibility of project continuation.

8/80 to 1/84
Director of Military Studies, U.S. Army Russian Institute, Garmisch, Germany. Managed and coordinated the activities of eight native ex-Soviet professors teaching military history, sociology, and current politics. Taught course in Soviet political/military relations, as well as military strategy and tactics. All instruction and coordination was in the Russian language.

Age: 48; Married with two children (ages 20 and 22); Health: Excellent; resided in Europe (Spain and Germany for 19 years); Eagle Scout.

Foreign Languages: English (native); Castillian Spanish (fluent); Russian (conversational).

Computer literacy: Fully functional in Microsoft Word, Excel, Access, and Power Point, as well as Word Perfect, Lotus, dB4, and Harvard Graphics.

Overseas Experience: Long term -- Korea, Germany, and Spain. Short term -- all Central/West Europe (except Norway and Finland), all former Soviet Republics (except Central Asian Republics), Japan, Hong Kong, Panama, and Mexico.

Outside Interests: Coached HS Varsity and Junior Varsity Basketball, roller-blades, plays tennis, and has served at all levels as a Boy Scout leader.
