Professional Experience

Resource Manager. Directed the resource management effort of a 2,500 person worldwide organization. Managed the personnel, Information Technology systems, fiscal resources and logistical support. Directed a $70 million upgrade of a worldwide secure communications network.

Operations Staff Director. Reorganized and consolidated a 100 person staff responsible to the DIA Director of Operations. Executed all staff personnel, security, operations, logistics and communications activities to support 2,800 personnel in over 200 locations around the globe.

Executive Officer. Principal military assistant to the Director, Defense Intelligence Agency (DIA). Day-to-day contact with senior military and civilian intelligence leadership throughout the Department of Defense. At ease under pressure -- skillful interaction in the stressful environment of the Pentagon.

Chief, Latin America Attaché Operations. Directed US military attaché and Department of Defense Human intelligence operations in 20 US Embassies in Latin America and the Caribbean. Supervised 200 military and civilian personnel throughout the hemisphere. Oversaw the development and execution of collection operations in support of US national intelligence requirements. Frequent and direct contact with US Ambassadors, and high ranking US and foreign military officials.

Commander, US Peacekeeping Mission. Led the US contingent (90 Special Forces personnel) of the Military Observer Mission Ecuador-Peru (MOMEP) in the Amazon jungle for six months as part of a multinational peacekeeping mission involving the US, Argentina, Brazil, Chile, Ecuador and Peru. Senior US military representative on a six nation Senior Consultative Committee. Shaped US military policy concerning the Ecuador-Peru border dispute. Responsible for all base operations in support of 150 military observers from six nations. Conducted air support operations from Panama to Ecuador to resupply the base and maintain a fleet of four UH-60 Blackhawk helicopters to conduct observer operations. Personally responsible for establishing a security zone which initiated the separation of Peruvian and Ecuadorian military units along a conflictive portion of their border.

Commander, US Military Security Assistance Group. Led the 25 person US Military Assistance Group in El Salvador. Managed a $35 million US security assistance program consisting of military construction projects and the sale of military equipment and training. Direct daily contact with the US Ambassador in San Salvador and the Salvadoran Minister of Defense. Directed all US military deployments in El Salvador and all US training of El Salvadoran military personnel. Responsible for the development and implementation of US security assistance policy towards the Government of El Salvador. Successfully effected policy changes away from supporting day-to-day operations developed during the Salvadoran Civil War and towards infrastructure/long term capital investments -- a major shift.

Military Intelligence Battalion Commander. Led a 350 soldier military intelligence battalion in the 7th Infantry Division. Provided tactical military intelligence in support of infantry combat operations. Completely reorganized the battalion into direct support companies to better support tactical commanders. Greatly enhanced unit responsiveness.

Chief, Military Intelligence Branch. Senior human resource manager of the US Army's 4,000 military intelligence officers (Second Lieutenant to Lieutenant Colonel). Made daily assignment decisions insuring the distribution of talent and expertise across the United States Army. Drafted and implemented military intelligence officer professional development policies during the Department of Defense drawdown of the early 90s. Effective human resource manager and communicator.

Intelligence Staff Officer. Served as Intelligence Staff Officer (Plans/Operations Chief) in the US Southern Command in Panama. Planned and executed military intelligence operations in support of US policy in Latin America . Principal military intelligence expert on a team conducting a major policy review of US military support of the El Salvadoran military during their 12 year civil war. Executed the initial intelligence strategy in the US military's counterdrug war in South America - frequent and high level contact with the US Embassies in Colombia, Peru and Bolivia and with senior foreign military officers. Fluency in Spanish a key to success. Served as Intelligence Staff Officer in Tokyo, Japan -- brought first automation system into the organization to manage and refocus collection operations.
