Professional Experience

Foreign Affairs/National Security

- Currently manager/leader of U.S. arms control monitoring teams to Russia to enforce the INF and START I nuclear arms treaties as part of the Defense Threat Reduction Agency

- United States Defense Attaché, Central Asia - singlehandedly directed all U.S. Defense Attaché operations in the Republic of Turkmenistan for six months, managing a suite of bilateral and NATO multilateral programs valued in excess of $850,000 under the auspices of international treaties and NATO's Partnership for Peace.

- Managed and presented the first-ever bilateral military equipment purchase proposal by the Turkmen Government under the Foreign Military Financing program of the U.S. State Department.

- Routinely interacted with high-level officials of the Turkmen and U.S. Governments, and briefed the U.S. Ambassador on regional security issues and trends on a continuing basis.

Management

- Effectively managed an annual budget in excess of $5.7 million.

- Maintained accountability and security of more than $25 million in aircraft, vehicles, aviation equipment, and specialized weaponry without loss.

- Assisted in the planning and execution of multi-aircraft combat assault missions during Operation Desert Storm without loss, flying 38 combat hours.

Supervision

- Successfully directed all phases of flight and support operations of more than 125 people in Germany and 20 aircraft in Central America.

- Independently led teams and organizations in both peacetime and combat environments, including counterdrug operations, search and rescue, foreign liaison, interagency cooperation, and diplomatic relations.

Proficiencies and Skills

- Qualified and proficient helicopter and fixed-wing pilot, with commercial and instrument ratings in the S-76 aircraft.

- Russian language - honor graduate of the Defense Language Institute, Monterey, California.
