Advanced university degree (Master’s degree or equivalent) in Law, Politics, Defence, or related fields. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
At least 7 years of progressively responsible experience in international affairs, defence and military-related matters.
Fluency in spoken and written English or French. Working knowledge of Portuguese and/or Tetum is preferred.

Define, develop, coordinate, execute, evaluate and refine all Middle Eastern related activities and initiatives of the CAOCL.
Develop and present sub-region and country specific pre-deployment training and briefings to the Fleet Marine Force (FMF) with particular emphasis on deploying units, MARCENT, the Marine Corps Special Operations Command (MARSOC) and Marines assigned to the United Nations Military Observers’ Group (UNMOG).
Develop and provide pre-deployment distance learning language and operational culture materials on nations that comprise the Middle East.
Develop career Marine regional studies material for North Africa, Levant and the Persian Gulf.
Develop and present senior staff level briefings on geopolitics and operational culture of the Arab Middle East.
Serve as the chief point of outreach and coordination for Middle East-related CAOCL partnerships with National Capital Region academia, the Department of Defense (DOD) and various study centers and think tanks.
Serve as the chief point of outreach for Middle East-related partnerships with European and Middle Eastern Allied militaries and study centers.
Serve as the on-call adviser to deploying commanders on US-Middle East cultural interoperability.
Develop and provide input to battle staff level exercises involving Middle East contingencies.
Develop and maintain CAOCL Web-presence for Middle East-focused operational culture learning.
Support debriefing and lessons-learned activities focusing on activities of US/allied/indigenous forces within the Middle East region, forces operating within the Operation Iraqi Freedom (OIF) theater and operations conducted within other nations of the Middle Eastern region.
In collaboration with Marine Corps University (MCU) Professor of Operational Culture, develop and present operational culture concepts classes within US Marine Corps professional military schools.
Mentor uniformed Middle East-focused personnel.
Coordinate and maintain oversight of OIF pre-deployment training staff development; develop capabilities of an assistant desk officer and research assistant and provide Middle East centric professional military education (PME) to the CAOCL staff.
Mentor uniformed instructors and junior research analysts in cross cultural training and interaction.
Deliver “Basics of Operational Culture” seminars at the United States Naval Academy (USNA) and mentor USNA midshipmen and National Security Education Program (NSEP) interns, introducing them to cross-cultural operations.
Participate in seminars and applied research writing on counterinsurgency (COIN) Tactics, Techniques and Procedures (TTPs), irregular warfare, security assistance and Foreign Internal Defense (FID).
Represent the CAOCL Director when requested at senior level briefings and seminars.
Evaluate external subject matter experts (SMEs), curricula and products pertaining to the Middle East.
Exceptional writing, speaking, briefing, interpersonal and negotiating skills. The successful candidate will develop and deliver instruction and briefings in support of CAOCL programs; develop and provide assessments and recommendations to senior and service level officials and represent the CAOCL within discussions and seminars with various government organizations and with government representatives of Middle East nations.
Ten + years of operational experience within the Middle East with the US military or the US State department gained through extensive interaction with local officials and non-governmental organizations (NGOs) within the region; with Arab, Turkish or Israeli military personnel operating within the region and/or with the Iraqi military.
Working-to-professional reading and speaking fluency in Arabic/Persian.
Extensive cross-cultural operational, training and instructional experience.
Extensive professional knowledge of US Marine Corps expeditionary operations and Allied military operations within the Middle East.
Service as a military senior field grade officer or senior Foreign Services Officer (FSO).
Experience working within headquarters environments and briefing senior officials and general officers.
Knowledge of key centers for studying the Middle East from a cultural/military perspective and an understanding of regional security assistance programs.
Ability to think, work and act independently with minimal supervision; adjust to changing client focus and priorities and understand client intent so as to establish work priority.
Ability to effectively collaborate with colleagues from diverse occupational, ethnic, linguistic, and academic backgrounds.
MA degree in related field or equivalent professional military education.
Familiarity with the CAOCL mission and operations.
