Security Cooperation Enterprise Reform and the FAO Community

The Foreign Area Officer Association (FAOA) invites you to our next Distinguished Speaker Luncheon on Thursday, 11:30 PM on 22 February 2018 at the Fort Myer (not Ft. McNair) Officers’ Club.

At this month’s Distinguished Speaker Luncheon, we’ll be hosting a panel of experts from the Defense Security Cooperation Agency and the Office of the Secretary of Defense to discuss the significant reforms to America’s security cooperation enterprise that have been mandated under the FY17 National Defense Authorization Act.

Recent DoD Directives and provisions of FY17 National Defense Authorization Act have mandated sweeping reforms to the Department of Defense’s security cooperation enterprise that will have a major impact on the way FAOs do their jobs in the future. We’ve seen:

  • The consolidation of many of the disparate authorities under which DoD conducted Building Partner Capacity activities into a single new chapter for security cooperation
  • The mandatory inclusion of Institutional Capacity Building activities into our Train and Equip efforts
  • New directives on how to Assess, Monitor, and Evaluate our Security Cooperation programs
  • New plans and programs to train and develop personnel engaged in planning and executing security cooperation programs

Our distinguished panel of experts will discuss these changes and their implications for the FAO community.
