2015 ELECTION FOR FAO ASSOCIATION BOARD OF GOVERNORS
The FAO Association Board of Governors consists of nine elected members and four ex-officio non-voting members (the four military service FAO proponent chiefs). Per the Association Charter, election of the nine voting members takes place in August, through an on-line voting process. Members elected in August 2015 will begin their terms in October and serve until 2018. Ideally the Board of Governors will represent as many FAO regional specialties, and as many different services, as possible.

Candidates for election include seven current or former Board members and six new nominees from the Association membership pool. Candidates are listed below alphabetically along with a brief professional biographic sketch.

Colonel (retired) Mark Chakwin, US Army, China FAO
Mark was appointed to the FAO Association Board in 2014 to fill an unexpected vacancy and now seeks a full elected term.  He coordinates with the U.S. Army FAO Chair at the Naval Postgraduate School (NPS) and with the U.S. Army FAO Program Director at Defense Language Institute (DLI) and serves as a mentor to incoming officers attending DLI and NPS. His final assignment was as the U.S. Army FAO Chair and Senior Military Representative to NPS, Monterey California. In addition to mentoring new FAOs from all services, preparing and teaching graduate program classes, and advising the School’s President on Army-related issues, he worked with to design, setup, manage, and then serve as senior advisor to, the Joint Senior FAO Program. Mark served as the Defense and Army Attaché and the Security Assistance Officer, U.S. Embassy Hanoi, Vietnam. Earlier, he was the Chief, Asia Branch at JCS Directorate for Intelligence, and he also served as the Asia-Pacific Team Chief on the G2 army staff at the Pentagon. Colonel Chakwin was also Assistant Professor at the National Defense Intelligence College, and a guest lecturer to several U.S. Army War College classes. Mark resides in Monterey, California.

Colonel (retired) John Haseman, US Army, Southeast Asia FAO, Content Editor, FAO Association Journal of International Affairs, and Chairman of the Journal’s Editorial Board *
Colonel Haseman is a member of the Defense Attaché Service Hall of Fame. He is a lifetime member of the Foreign Area Officers Association. John has been a member of the FAO Assn Board since 2009. He entered the Army FAO program in 1974, shortly after it was established; from 1974 through his retirement in January 1995 he “single tracked” as a Southeast Asia FAO. His FAO assignments included Army Division Chief, US Defense Liaison Group Jakarta, Indonesia (1978-81); Assistant Army Attaché, Jakarta, Indonesia (1982-85); Senior Intelligence Analyst for Southeast Asia, Army HQ, the Pentagon (1985-86); Defense and Army Attaché/SDO, Rangoon, Burma (1987-1990); and Defense and Army Attaché/SDO, Jakarta, Indonesia (1990-94). He served 2½ years in combat in Vietnam, with the 9th Infantry Division (1967-68) and as a district-level advisor (1971-73). Colonel Haseman holds a BA in political science (Univ of Missouri), an MPA degree in Public Administration (Univ of Kansas), and Masters Degree in Military Art and Science (CGSC-Fort Leavenworth). He is author or co-author of four books and numerous book chapters dealing with Thailand and Indonesia; more than 250 of his news and analytical articles on Southeast Asia political-military affairs have been published in journals in the US, Europe, Asia, and Australia.  John resides in Grand Junction, Colorado.
Mr. Jeffrey S. Hoffmann, USAFR (retired), China/Russia/Middle East FAO, FAO Association Treasurer
Jeff manages the FAO Heritage Pentagon Exhibit, expected to be completed by the end of FY15.  He is currently a General Management Consultant for Booz Allen Hamilton.  Jeff received his masters degree in International Commerce and Policy from George Mason University (GMU) and studied abroad in the People’s Republic of China and the Republic of Turkey; he also  conducted senior consultation that contributed a Somali study to the Political Instability Taskforce.  Jeff has been a civilian in defense-related positions since 1997, beginning as a Legislative Defense Director's aide in the U.S. Senate and in Congressional Affairs for the Under Secretary of Defense for Acquisition, Technology & Logistics. He also worked in the office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C); the office of the Chief of Naval Operations Senior National Representative (SNR) and Secretary of Navy International Programs Office; and as an International Logistics Manager in the F-35 Joint Strike Fighter (JSF) program. Jeff remains active with the Atlantic Council, sits on the UN Association/National Capital Area Board of Directors and co-Chairs their Peace & Security Committee.  He resides in the National Capital Area.

Major (retired) John Krause, USMC, Latin America FAO, FAO Association Secretary
John served twenty years in the USMC as an Infantry Officer, Logistics Officer, and Foreign Area Officer.  He has broad international experience gained through numerous deployments to Southeast Asia, Latin America, Western Europe, and the Middle East.  He also served as a Foreign Exchange Officer with the Brazilian Marine Corps for two years, assisting them with establishing a pre-deployment training program for battalions deploying in support of the UN Peacekeeping Mission (MINUSTAH) in Haiti.  John concluded his career as the Western Hemisphere Regional Affairs Officer with Headquarters Marine Corps Plans, Policies and Operations implementing bilateral agreements and coordinating security cooperation activities with Latin America partner nations.  John is currently a Senior Program Analyst with the Defense Security Cooperation Agency's Ministry of Defense Advisors (MoDA) Program.   John holds a Masters of Arts degree in National Security Affairs from the Naval Postgraduate School.  He resides in the National Capital Area.

Colonel (retired) Kurt Marisa, USAF, Eurasia FAO, FAO Association President
Colonel Marisa has served on the FAOA Board of Governors since 2004, as Vice President from October 2009 to May 2011, and as President from May 2011 to the present.  Kurt retired from active duty in July 2012. His final assignment was as a Deputy Director in the Office of the Undersecretary of Defense for Intelligence. Colonel Marisa was a career intelligence officer who became an Air Force European FAO and Regional Affairs Strategist (RAS) in 1998. He served as Military Attaché to Saudi Arabia, Air Attaché to the Kingdom of Denmark and Greenland, and Defense Attaché to Suriname. He has also had military assignments in Germany and Korea and deployments to Saudi Arabia and South America. Colonel Marisa has an M.S. in International Studies from the Institute of Social Studies (ISS) in The Hague, Netherlands, and an M.S. in Strategic Intelligence from the National Intelligence University (formerly JMIC).  He is a graduate of the Air War College, from which he wrote and published his course paper on the integration of Attaché and Security Assistance programs, contributing at the SECDEF level to the current DoD Senior Defense Officer (SDO)/DATT program  Kurt is the President of Human Domain Solutions, a partner in The Intelligence Community LLC, and a strategic consultant. He resides in the National Capital Area.

Lieutenant Commander (USNR) Graham Plaster, Middle East FAO, Editor-in-Chief of the FAO Association Journal
Graham’s last active duty FAO assignment was as a Liaison Officer supporting US military deployed to UN Peacekeeping missions in Israel, Egypt, and Iraq. He previously served as a Surface Warfare Officer aboard the USS Reuben James (FFG 57) out of Pearl Harbor, deploying in support of OIF and OEF to the Persian Gulf.  Subsequently he joined the staff of Destroyer Squadron One in San Diego and deployed in support of Counter Drug Operations in South America. He also served as Assistant Dean of Students at the Naval War College in Newport, Rhode Island. Graham is currently a defense contractor with the Defense Language and National Security Education Office (DLNSEO) and is the CEO of The Intelligence Community LLC. He is currently a drilling reservist on the N81 Navy Staff at the Pentagon.  Graham resides in the National Capital Area.

Ivan Raiklin, Russia FAO
Ivan Raiklin was a member of the FAOA Board of Governors from 2009 to 2011; he relinquished the position because of overseas military deployments as a Special Forces officer. He is a lifetime member of the Foreign Area Officer Association. He spent 15 years in the Army National Guard, achieving the rank of Captain. Professionally fluent in Spanish and Russian along with proficiency seven other languages, he served as a Reserve Attaché in Tbilisi, Georgia, before the Russian invasion, worked as a Foreign Affairs Specialist on the Ukraine Crisis Cell in the National Military Command Center at the Pentagon as Russia annexed Crimea and entered Eastern Ukraine in 2014.  He also served as a Special Forces officer in Latin America and in various assignments as an intelligence officer in the National Capital Region and other parts of the United States.  An attorney by profession, he holds bachelors degrees in Russia and East European Studies, and the Russian and Spanish languages from Northern Iowa University and the Juris Doctor degree from Tuoro College Fuchsberg Law Center. Ivan resides in the National Capital Area.

Mr. Greg Archetto, Middle East FAO
Mr. Archetto is a strategic, political, and security cooperation consultant with 15 years of Federal and State government experience. He was most recently a Country Program Director for the Middle East region at the Defense Security Cooperation Agency. A former Presidential Management Fellow, Mr. Archetto has worked in the State Department’s Bureau of Political-Military Affairs and has completed rotational assignments with the Office of the Secretary of Defense for Policy and on Capitol Hill, most recently as national security/foreign policy advisor for Senator Rand Paul (R-KY). He has a Bachelor’s Degree in Political Science from Rowan University, a Master’s Degree in Public Policy/Administration from Rutgers University, and a Master’s Degree in National Security/Strategic Studies from the US Naval War College. He lives in Philadelphia.

Colonel (retired) Robert J. Fagan, US Army, Latin America FAO
Rob Fagan's final assignment was as US Army Attaché, Lima, Peru. Colonel Fagan served in a variety of tactical and strategic assignments in Latin America while stationed in Panama including deployments to Costa Rica, Ecuador, and Chile where he served as an exchange officer.  Colonel Fagan served seven embassies throughout Latin American, to include attending, and later instructing at, the Brazilian Army Command and General Staff College.  His other assignments in Latin America include Tactical Analysis Team Chief in Ecuador and Bolivia, Assistant Army Attaché Guatemala, Army Attaché El Salvador, and Army Attaché Peru. He also served as an Assistant Professor of Spanish and Portuguese literature at the United States Military Academy at West Point. He also  served as a policy advisor in the Office of the Secretary of Defense and on the Army Staff working with FAO Proponent. Colonel Fagan earned a BA in Latin American Studies from Southern Illinois University and an MA in International Relations from Boston University. He additionally holds Masters Degrees in Business and Strategic Intelligence.  Rob resides in the National Capital Area.

Major (retired) Tom Fish, US Army, Northeast Asia FAO
Tom served 20 years in the U.S. Army as an Infantry Officer and Northeast Asia Foreign Area Officer (FAO).  After in-country training in Japan, he served as Chief of the Training Division, DCSOPS, U.S. Army Japan and Assistant Army Attaché at the U.S. embassy in Tokyo. Tom finished his military career as the senior Japan analyst at the Defense Intelligence Agency. He served overseas in Latin America, Europe, Southwest Asia and the Far East, and he is a veteran of Desert Shield/Desert Storm. Tom holds an MBA in International Business and Entrepreneurship from Regent University, an MA in East Asia Studies from the University of Washington in Seattle, and a BS from the United States Military Academy at West Point, where he concentrated in Latin American Studies.  Since retirement in 1992 Tom followed several business opportunities supporting disabled veterans and Defense Intelligence clients. He is currently President and General Manager of Global Linguist Solutions, LLC, a mid-size company providing language services to deployed U.S. Forces in 19 foreign countries. Tom resides in the National Capital Area.

Colonel (retired) Martin A. (Al) Perryman, US Army, Middle East and European FAO
Colonel Perryman has been a Life Member of the FAOA since 1995.  He has served in numerous FAO positions including Arabian Gulf Desk Officer for CENTCOM; Executive Officer for the Office of Defense Cooperation Turkey; CENTCOM Branch Chief on the Army Staff, G3 War Plans Division; Chief of the Office of Defense Cooperation Albania; and most recently as the Country Program Director for Iraq at the Office of Security Cooperation.  He holds a Bachelor of Arts in History from Texas A&M and Master of Arts degrees in National Security Affairs from the Naval Post Graduate School and Strategic Studies from the U.S. Army War College.  In addition he was selected to participate in the Massachusetts Institute of Technology Seminar XXI and as the Senior Army Fellow at the George C. Marshall Center. Al  retired in 2014 and is an independent consultant on Security Assistance matters. He also manages all Foreign Military Sales programs for Rapiscan Systems. He lives in the National Capital Area.

Colonel (retired) John (“Rudil”) Ruedisueli, US Army, Latin America FAO
Colonel Ruedisueli had a 25 year career as a helicopter and fixed wing pilot and Latin America FAO. His FAO assignments include attendance at the Uruguay Curso Estado Mayor (CGSC equivalent), U.S. Southern Command (2002-2005), Defense and Army Attaché in Bolivia (2006-2008), and as Army Attaché in Brazil and Suriname (2009-2011). His final assignment before retirement was as military advisor to the President of the Inter-American Defense Board (a 3-star Chilean general). Rudi is currently an Assistant Professor at the Joint Forces Staff College, in the Joint and Combined Warfighting School. Colonel Ruedisueli resides in Norfolk, Virginia.

Colonel Robert T. Timm, US Army, Eurasia FAO
Colonel Timm currently serves on the faculty of the National War College as Chief of Staff of the Army Chair, where he teaches military strategy and international relations, as well as supervising Army students and faculty.  He has been a US Army Eurasia FAO since 1995 and has served in numerous assignments throughout Europe and the former Soviet Union.  These include Defense Attaché/SDO US Embassy Astana, Kazakhstan; as Chief, Office of Defense Cooperation, US Embassy, Kyiv, Ukraine; as Eurasia Branch Chief in the Directorate of Strategy Policy and Assessments (J-5) at Headquarters, US European Command; as US Liaison Officer to the Russian Separate Airborne Brigade in Bosnia; and as Chief, Cooperative Threat Reduction Operations at the US Embassy in Moscow.  He holds a Master of International Affairs degree from Columbia University, a Certificate in Russian Area Studies from The Harriman Institute, and Master of Strategic Studies degree from the US Army War College.
